Ross D. Alexander, Ph.D.

Dr. Ross Alexander serves as Associate Vice Chancellor for Academic Affairs and Dean of Graduate Studies at Indiana University-East, where he is also a Professor of Political Science.  Previously, he served as Department Head of Political Science and Criminal Justice at the University of North Georgia, where he also was an Associate Professor of Political Science.  At North Georgia, Dr. Alexander won several teaching and advising awards.  A university professor since 1999, Dr. Alexander has taught myriad classes at the graduate and undergraduate levels in the fields of public administration, American politics, and political theory.  At North Georgia, Dr. Alexander routinely taught Leadership and Organizational Theory, Public Budgeting, Public Personnel Administration, Political Leadership, and State and Local Government in the MPA program.  He possesses a Ph.D. in Political Science with emphases in public administration, American politics, and political theory from Northern Illinois University in addition to an MPA from Arizona State University.  He has written several book chapters, peer reviewed journal articles, and a book on various topics in public administration and American politics.

Floun'say Caver, Ph.D.

A native of East Cleveland, Dr. Floun'say R. Caver began his transit career as an intern at the Greater Cleveland RTA while a graduate student at Cleveland State University's College of Urban Affairs. From there he would pursue his Ph.D. in public affairs from the University of Texas at Dallas. After a year teaching at the university, Dr. Caver returned to Cleveland and the RTA as the manager of budgets and eventually worked his way up to become the director of service quality management.

At GCRTA, Dr. Caver has created the TransitStat program to monitor the entire system's performance. The TransitStat program has resulted in savings of more than $2.5 million and performance improvements across the agency. Dr. Caver also worked as the sole RTA staffer assigned to work with seven consultants as part of a rail performance assessment. Not one to not get his hands dirty, Dr. Caver even pitched in to help clean the RTA storeroom and was caught on camera covered in dust with a facemask on!

Gilbert Michaud

Dr. Gilbert Michaud is a Cluster Analyst and Adjunct Assistant Professor at the Voinovich School of Leadership and Public Affairs at Ohio University. In this role, he conducts economic impact and feasiblity studies, industry cluster analyses, program evaluations, and other research associated with Ohio University's US Economic Development Administration University Center and the Consortium for Energy, Economics & the Environment. Gayle Channing Tenenbaum

Gayle Channing Tenenbaum brings more than 40 years of experience in all aspects of human services. Gayle has extensive experience in the areas of public policy development and implementation, group facilitation, planning, and development, as well as media and public relations. She is a highly sought after human services policy expert and recently served as the Health and Human Services Policy Director for Governor Ted Strickland's Transition Team.

Currently, Gayle is a Senior Policy Fellow with Voices for Ohio's Children. Simultaneously, she lends her expertise and experience to a number of children and human services organizations including her role as Legislative Director for the Public Children Services Association of Ohio. In addition, Gayle is CEO of Channing and Associates, a human services and public policy consulting firm.
